Arco Vara starts the development of the penultimate phase in the Kodulahe quarter
The City of Tallinn has given its approval for the detailed planning of the Soodi 6 plot in the Merimetsa settlement, near Stroomi beach, where Arco Vara, a developer of integrated areas, will build three apartment buildings with a new look. This is the penultimate phase of the Kodulahe Quarter development.
According to Miko Niinemäe, head of Arco Vara, the adoption of the detailed plan is an important milestone for the developer, as it will allow it to start planning specific construction deadlines, which until now have been in the so-called grey area. The company plans to start construction on the next phase of the Kodulahe quarter, consisting of three apartment buildings, in the middle of this year. “The new phase will consist of three different types of apartment buildings with a total of just 62 apartments and four commercial spaces. We will stick to our principle that a quality living environment is more important than building volume.,” explains Niinemäe.
Last year, Arco Vara, in cooperation with the Tallinn Urban Planning Authority, organised an architectural competition to find a comprehensive solution for the Soodi 6 property. As a result of the competition The development of the next phase of the Kodulahe residential quarter, based on the UKAUKA design by Apex Architects. “The winning design of the competition excellently connected Kodulahe Quarter, Stroomi beach and Paldiski highway with light traffic areas, while preserving private terrace areas,” Niinemäe points out, adding that. the green area with a playground to be built on the southern side of the property will also add significant value to the local community. The land between the buildings is planned to be car-free.
The right to build also includes the construction of a new light traffic and roadway. “In addition to the three apartment buildings that will be completed in the new phase, Arco Vara will also develop new light traffic and road connections in the direction of Paldiski Road to ensure safer and smoother traffic flow within the Kodulahe quarter,” says Niinemäe. In addition, the city is planning to build a new kindergarten on the site to provide services close to home for the community.
According to Niinemäe, the sale of the Soodi 6 apartments will start in the next quarter and the new homeowners will be able to move in by Christmas 2025. The developer has planned a total investment of €14 million for the project. “In terms of the construction, however, the fact that our own subsidiary Arco Tarc is the planned general contractor for this project as well, and we are not so dependent on external factors, gives us confidence,” Niinemäe adds.
Arco Vara is developing a total of nearly 700 homes in the Kodulahe residential quarter. The planning of Site 6 is one of the final stages in the development of the residential area bordering Stroomi beach. The project for the development of the neighbouring Lammi 6 has also been submitted for detailed planning. “When the whole area is completed, homes will be created for around 2,000 people,” concludes Niinemäe.
