Real estate developer Arco Vara is set to begin the next phase of development in the Kodulahe district near Stroomi beach, following the recent establishment of the Soodi 6 detailed plan by the city of Tallinn.

Arco Vara will construct three distinct apartment buildings on the Soodi 6 property, offering a total of 62 apartments and four commercial spaces. According to Kristina Mustonen, the company’s CEO, the process from the initiation to the establishment of the detailed plan took three years, a swift pace for the planning field. “Now that the detailed plan is established, we are working to obtain a construction permit as soon as possible,” commented Mustonen, expressing hope that construction work can commence within the coming months.

Last year, Arco Vara and the Tallinn City Planning Department organized an architectural competition, resulting in the development of the Soodi 6 area based on the winning design by Apex Architecture Bureau titled UKAUKA. Architects Taavi Lõoke, Kristi Järvik, Liispet Viira, Ove Oot, and Ingrid Kaur designed private terrace areas and visually tiered roofs for the buildings, creating a unique look that, according to the Arco Vara CEO, fosters a harmonious blend of urban and natural environments.

“Soodi 6 is a unique and inimitable architectural development within our Kodulahe district. Given its proximity to the expanding Merimetsa nature reserve, the project contributes to enhancing the natural living environment,” confirmed Mustonen. A city square with added greenery will be created along Soodi Street.

As per the detailed plan, Arco Vara will also build new pedestrian and vehicular connections towards Paldiski Road, ensuring safe traffic within the district and convenient access for both residents and visitors. Additionally, with financial support from Arco Vara, a kindergarten will be constructed within the district to provide local services and meet community needs.

According to Arco Vara’s third-quarter financial results, five of the 62 apartments in the Soodi 6 development have already been pre-sold, with an additional seven reserved. Arco Vara’s subsidiary Arco Tarc will act as the main contractor for the building construction, with completion expected by early 2026. The project investment is estimated at 16 million euros.

The Soodi 6 development represents the penultimate phase of the Kodulahe district; a detailed plan has also been initiated for the development of the neighboring Lammi 6 property.
